FLY DUBAI COVERS A SCAMMER FROM PANORAMA AIRWAYS?

 

 

The problems of Panorama Airways (Uzbekistan) began almost from the very beginning. In fact, it was a financial pyramid - tickets were sold at a loss, the company existed at the expense of loans from suppliers of fuel, ground handling and catering services. This could not work for so long and one fine day the pyramid collapsed in the most catastrophic way - the airline was unable to take back passengers who flew in January 2024 for Umrah (minor Hajj) to Saudi Arabia.

 

After the scandal, the prosecutor’s office of Uzbekistan opened a criminal case against the owners of the company and found out that they stole a total of more than $ 56 million. After that the main owner of the company, Abdulaziz Fattayev, was arrested.

 

Literally a month after the events described, a rather young, but already well-known in the aviation industry as a representative of the airline Fly Dubai, a certain DILMURODKHON (DILMUROD) BAKHTIYORKHONOV, appeared on the horizon. He declared to suppliers of aviation services that his mother MOXIRA TASHXODJAYEVA was the new co-owner of the airline and he, as a top manager, intended to quickly return the air carrier to service. He explained his ambitious plans by the fact that his mother “is very close to the president” and can solve almost all issues, if not all.

 

 

After Panorama Airways resumed flights and the airline’s debt for fuel quickly reached $ 600,000, the supplier, who subsequently created a case in BLACKLIST.AERO, raised the alarm and demanded immediate payment of the debt. If at first Dilmurod promised to close everything, then over time he said that “apparently it will not be possible to pay” and began to shift the blame to other co-owners of the company. Like, “let them pay, I am already tired of paying off all the debts.”

 

Dilmurod said the same thing in his comment to BLACKLIST.AERO: “Let them contact other founders, I am no longer involved in this company.” The fact that he personally initiated the conclusion of the contract for the supply of aviation fuel and other services, and participated in all the negotiations in Dubai personally, does not bother him at all.

 

This position is very similar to the catchphrase “I forgive everyone to whom I owe!” It is also very interesting that despite the fact that Dilmurod is the son of one of the founders of Panorama Airways and all other officials followed his orders (sent a completed KYC form, an agreement signed by the acting director Alexey Yaitsky), he himself did not have any official status in the airline. And this whole case is very similar to a scheme of real fraud. When a person who does not actually have the authority to proceed with any deals, negotiates and agrees on the supply of goods. Which subsequently led to losses for one of the parties.

 

However, in his commentary, Dilmurod Bakhtiyorkhonov confirmed that he is also the official representative of the airline FLY DUBAI. According to him, this is his only employment at the moment. Although, according to our sources, Dilmurod has a number of business projects and may well cover the debt that arose on his personal initiative.

 

The BLACKLIST.AERO Registry Administration addressed an official letter to the management of the Fly Dubai airline with request to influence their employee. According to our information, the letter from BLACKLIST.AERO cause quite a stir within the company. However, it was decided at the official level to ignore our letter and pretend that there was no problem. The fact that Fly Dubai is trying to ignore the fact that a real scammer works in its ranks is truly depressing. Of all the companies, we did not expect such behavior from such a large and reputable carrier as Fly Dubai. Well, this makes us think about many things...

 

According to our information, Dilmurod Bakhtiyorkhonov also intends to become a representative of FLY DEAL airline from Saudi Arabia. We also sent a letter to this airline and hope that they will take the choice of their representative seriously.

 

In connection with all of the above, the BLACKLIST.AERO administration addresses all participants in the aviation market with two requests:

1. We ask you to refrain from any business activities with the persons specified in this article until they pay off the debt of Panorama Airways to counterparties.

2. We ask everyone who has information about business assets owned by Dilmurod Bakhtiyorkhonov and Maxira Tashxodjayeva to report it to the BLACKLIST.AERO administration for further legal and paralegal actions.
